The Greater Victoria Harbour Authority (GVHA) is a not-for-profit organization that manages many of the iconic waterfront spaces around Victoria. Since its inception in 2002, GVHA has served as a steward of harbour lands once managed by the Government of Canada. GVHA ensures these spaces remain safe, clean, vibrant, accessible, economically sustainable, and respectful of the unceded territories of the lək ̓ʷəŋən People, known today as the xʷsépsəm (Kosapsum) Nation and Songhees Nation. We are seeking a Manager, First Nations Partnerships to work alongside the xʷsepsəm Nation and Songhees Nation in advancing shared priorities within a complex, working harbour. Grounded in trust, reciprocity, and respect, this role supports joint priorities, collaborative planning, and pathways toward co-management — advancing key initiatives and ensuring that Nation perspectives and priorities are meaningfully integrated into GVHA’s operational and long-term planning. This role is designed for someone who brings lived experience, cultural understanding, or long-standing professional practice working alongside First Nations communities.

This position offers a comprehensive benefits package, including extended health and dental coverage (premiums paid by GVHA), RRSP matching, annual bonus eligibility, professional development funding, a health spending accounts, paid vacation, additional paid and non-paid leave, including up to five days per year of unpaid cultural leave for Indigenous employees. Recruiting annual salary range is $85,000 to $95,000.

Since its establishment in 2002, the Greater Victoria Harbour Authority has evolved into a respected not-for-profit steward of Victoria’s working harbour, owning some 110 acres of waterfront and seabed land, and serving as a significant contributor to the municipal tax base. The organization’s portfolio spans deep-water terminals at Ogden Point, downtown marinas, float homes, liveaboards and industrial lands, all on the traditional territory of the lək̓ʷəŋən (Lekwungen) People. This positioning—balancing marine commerce, tourism, real estate, public access and Indigenous partnership—creates a unique cultural and operational identity for the Harbour Authority. The GVHA is entering a new strategic phase, and the next leader has an opportunity to shape how this harbour unfolds as both a working and recreational asset for Greater Victoria.

Reporting to the Board of Directors, the Chief Executive Officer will lead GVHA in overarching responsibility for strategic direction, financial and operational performance, stakeholder engagement, asset development and sustainability of the harbour estate. The role encompasses guiding the senior leadership team, working closely with the Board in its policy-governance model, and taking ownership of the annual plan, capital projects, real-estate planning (notably the Breakwater District at Ogden Point) and cruise-terminal operations, and leading the organization through its evolution to an effective co-management model that leverages the strategic advantages provided by its founding partners, the lək̓ʷəŋən (Lekwungen) People. The new CEO must be a visible leader who can translate strategy into action and lead operational excellence across a broad and diverse property, tenant and community portfolio.

The ideal candidate is a seasoned senior executive with demonstrable experience in complex, multi-stakeholder environments – especially in sectors such as marine operations, ocean cruise, industrial property management, tourism or transportation. They bring full P&L responsibility, financial sophistication, strategic foresight, and land-use planning, and asset management experience. They should be adept at forging authentic, mutually beneficial relationships with Indigenous partners, government at all levels, industry stakeholders and communities. They possess a communications style that inspires trust, and a leadership approach that values cultural humility, respect, collaboration, stability, creativity, and innovation. Their mindset is entrepreneurial, nimble, and action-oriented – able to seek out opportunities, challenge the status quo and deliver results in dynamic settings.
