Planning our Harbour’s Future – Together

The Greater Victoria Harbour Authority (GVHA) is starting work on a new Integrated Plan to help shape the future of the harbour. This forward-looking plan will guide how the harbour grows and adapts over the coming decades.

About the Integrated Plan

This work builds on GVHA’s commitment to the long-term stewardship of the of lək̓ʷəŋən territory and our unique partnership with the Songhees Nation and xʷsepsəm Nation.

Rooted in our vision of becoming Canada’s most k̕ʷamk̕ʷəm (vibrant) and xʷčičtəs (harmonious) harbour, the Integrated Plan will set a shared vision for the harbour’s future. It will support sustainable growth, keep the harbour vibrant, and help it adapt, renew key infrastructure, and build long‑term resilience.

To create a plan that reflects our community’s values and priorities, we’re starting this multiyear process by listening and inviting the community to share what matters most.

2. What is an Integrated Plan?

An Integrated Plan is a long‑term, forward‑looking plan that brings together all the elements that shape a place—its infrastructure, environment, community, and future growth.

Rather than looking at individual projects or areas in isolation, the Integrated Plan considers how different spaces and systems interact, connect, and support change over time. It takes a holistic view to understand how the harbour functions, today and in the future.

The Plan brings everything together into one clear picture, outlining a shared path to 2050. It shows how the harbour can grow and evolve in a way that is sustainable, resilient, and responsive to changing needs.

3. Why is GVHA developing an Integrated Plan?

Harbour lands and waters are evolving due to climate change, increasing economic pressures, shifting community expectations, and regional growth. An Integrated Plan will help secure a resilient and future‑ready harbour economy, ensuring we address future challenges proactively, collaborate with community, and create a vision that supports a sustainable, inclusive, and resilient harbour for the next 25 years. 

Unlike GVHA’s Master Planning in 2016, this Integrated Plan will aim to capture and develop ideas organically and leverage existing partnerships through member agencies and commercial clients. It will require significant engagement and trust building using GVHA and external resources.

4. What areas will be impacted?

This Plan focuses on four GVHA‑managed sites in Greater Victoria. The sites include terminals and cruise terminals, Inner Harbour locations, marine industrial areas, and visitor‑serving waterfront lands.

5. Who is developing the Integrated Plan?

GVHA has engaged Worley Consulting (Worley) to collaborate on the development of the Integrated Plan. Worley is a team of engineers, planners, and scientists working in energy and infrastructure to build a more sustainable world. Worley will be leading the planning and design effort for the Integrated Plan, including engagement.
