GVHA CEO Jeremy Dunn

Jeremy Dunn

Chief Executive Officer

Jeremy has more than 20 years of experience in port operations, commercial development, major infrastructure, and waterfront asset management....

He most recently worked as Vice-President, Operations, with the Hamilton-Oshawa Port Authority (HOPA Ports) where he orchestrated rapid commercial growth for Ontario waterfront communities.

He served as HOPA’s Commercial Vice President between 2019 and 2024, managing a portfolio of real estate assets and more than 150 commercial tenants.

During his tenure, Dunn led the commercial development of industrial hubs along the Welland Canal and attracted partner investments for the construction of a $135 million sugar refinery, as well as a $35 million agrifood terminal upgrade.

He also brings experience in transportation construction and civil infrastructure development at The Miller Group where he held several leadership roles.

Mark is responsible for planning and implementing Asset Management and Capital works program and projects....

He has worked in the planning and construction industry for nearly 30 years, in several countries, and brings significant engineering and architectural experience to bear on maintaining growth of GVHA’s portfolio. He looks forward to bringing various major projects to fruition for the GVHA.

Amber Hanson

Vice-President, External Relations

Amber leads external engagement, First Nations partnerships, sustainability, brand and reputation management....

Amber oversees all facets of GVHA’s communications and external relations portfolio—from government and media relations, to brand management, marketing, events and engagement—ensuring alignment with GVHA’s vision of creating Canada’s most vibrant and harmonious harbour.

She brings deep expertise in tourism and place-based marketing, and creating thoughtful, inclusive, and innovative strategies to engage diverse audiences.

Her background includes senior roles at the University of Victoria and University of British Columbia, as well as key positions with Parks Canada and Fairmont Hotels & Resorts.

A graduate of the University of Victoria’s Gustavson School of Business, Amber also studied at Nanzan University in Japan. She is a collaborative leader, committed to developing high-performing teams, building meaningful connections, and sharing the unique stories of Victoria’s working harbour.

Carmen Ortega

Carmen Ortega

Director, Cruise and Port Development

Carmen brings more than 15 years of experience in the cruise and port sector, most recently with the Vancouver Fraser Port Authority, where she held several leadership roles spanning cruise operations, trade development, customer engagement, and government relations....

Over the course of her career, Carmen has led major initiatives at the Canada Place cruise terminal, helped shape cruise growth strategies, and worked closely with cruise lines, government partners, and industry organizations.
She is widely respected across the industry for her strategic perspective, collaborative approach, and ability to bring partners together around shared objectives. She brings deep knowledge of the cruise sector and extensive relationships that will be invaluable as we continue to strengthen Victoria’s position within the Alaska cruise itinerary, while exploring broader port development opportunities.

Carmen holds an MBA from Johns Hopkins University and graduate studies in international affairs from the University of Barcelona.
