Transport Canada announces $22.5 million for Victoria Shore Power Project

Lək̓ʷəŋən Traditional Territory/VICTORIA, BC, February 11, 2025 – Transport Canada is investing $22.5 million to bring renewable shore power to Victoria’s cruise ship terminal.

“The marine shipping sector is vital to British Columbia’s economy and way of life. It’s essential that it remains affordable, safe, efficient, and environmentally friendly,” said the Honourable Anita Anand, Minister of Transport and Internal Trade. “By investing in projects like these, we’re not only strengthening our economy but also paving the way for a cleaner, more sustainable future.”

The Greater Victoria Harbour Authority (GVHA) operates four-deep water berths at The Breakwater District at Ogden Point, which welcomed 316 cruise ships in 2024. The Shore Power Project will enable vessels to connect to a clean energy source while berthed, significantly reducing greenhouse gas emissions and improving local air quality.

This initiative is part of a broader effort to establish a Green Corridor for cruise travel between Alaska, British Columbia, and Washington. It is central to GVHA’s electrification plan for the deep-water port and upland port operations. Converting to renewable energy sources will increase the port’s self-sufficiency and strengthen its climate resilience.

“We appreciate Transport Canada’s support in advancing the clean evolution of our working harbour,” said Robert Lewis-Manning, CEO of the Greater Victoria Harbour Authority. “Shore Power will play a critical role in reducing greenhouse gas emissions across the marine, shipping and cruise industries.”

Delivering Shore Power is a complex undertaking requiring extensive collaboration and coordination across multiple partner organizations. GVHA is working with BC Hydro to assess the feasibility and costs associated with delivering sufficient power to The Breakwater District. The goal is to provide enough electricity for two large cruise vessels, while accommodating the port’s current and future infrastructure needs.
